
Carl Edward Sagan (November 9, 1934 – December 20, 1996) was an American astronomer, astrophysicist, cosmologist, author, and science communicator in the space and natural sciences. During his lifetime, he published more than 600 scientific papers and popular articles and was author, co-author, or editor of more than 20 books. In his works, he advocated skeptical inquiry and the scientific method. He pioneered exobiology and promoted the Search for Extra-Terrestrial Intelligence (SETI). Sagan wrote frequently about religion and the relationship between religion and science, expressing his skepticism about the conventional conceptualization of God as a sapient being.
So given that he believed that it was just a matter of time before we found people living on other planets, he must be thrilled now, to be living near the planet Kolob.

Here is the low down.
Mormons believe that these procedures are critical to salvation.
Some people (regardless of actions or beliefs) may never get the chance to undergo these rites. (usually due to living and dying before hearing about the church)
Mormons believe that when they do these rites for the named deceased, they (the spirit of the deceased) have the option of accepting or declining them in the next life.
That is all. No one is claiming Sagan or anyone else on this site were affiliated with the LDS church while alive.
